title: How many ads per ad set, and the minimum budget for a Meta campaign
slug: meta-ads-per-ad-set-and-budget-minimums
summary: Practitioner numbers for ads per ad set (10 to start, 15–20 diverse concepts in a consolidated ad set, 3–6 per concept test, ~20 for ASC) and minimum daily budgets (≥3× target CPA, ≥$100/day for ASC, $100–300 per concept test).

# Ads per ad set and budget minimums

## TL;DR
- **Consolidated (Andromeda-style) ad set: 15–20 ads**, each a genuinely different concept. The "you need 50–75 ads" advice is wrong (Smart Marketer, Jan 2026).[^1][^2]
- Ignacio Manchi (Ready Set) lands on the same range: **15–20 per ad set, ~20 being the balance** between diversity and letting spend spread. Add ad sets as volume grows.[^21]
- Use 15–20 even when you're "just testing" — it shows how Meta allocates budget across hooks and angles.[^3]
- **Lean single-ASC start: ~10 creatives**, adding 1–2 a week (Dara Denney). She's also heard ~20 is the minimum for optimal ASC performance and has seen ASC do better with more creative.[^4][^5]
- **Minimalist start (Jon Loomer): 1–2 ads** — one image + one video, each with 5 primary texts and 5 headlines; add uniquely different batches as you go.[^15]
- **Upper bound:** Meta's ad-set limit was **150 ads** as of Jul 2026; CTC fills evergreen ad sets to that limit before opening the next.[^16]
- **Isolated concept test: 3–6 variants** per ad set (Dara) or ~5 (Zach Stuck).[^6][^7]
- **Budget floor:** campaign budget **≥ 3× your expected CPA** per day (e.g. $50 CPA → ≥$150/day); Dara suggests **≥$100/day** for an ASC; concept tests $100–200/day (Dara) or $300/day (Zach).[^8][^9][^6][^7]

## Details
**Why the floors.** Meta's learning phase wants ~50 optimisation events; with hundreds of ads few will individually reach that, so judge early-stage ads on leading indicators too (Josh Brampton, Motion).[^10] Molly Pittman's rule of 3× CPA gives Meta "wiggle room" in the consolidated setup; she notes the minimum isn't very different from before.[^8]

**Diversity over count.** 15–20 only works if they're distinct concepts and angles — not the same ad with a new background colour.[^1] See [[meta-creative-similarity-entity-ids]] for why near-duplicates add cost but not reach.

**Mix of formats.** Smart Marketer starts new accounts at a **50/50 split of video and static**: some people respond to images, video usually has higher CPMs but converts a bit better, and dropping statics forfeits that inventory. Statics are the cheapest way to test new avatars and hooks.[^11][^12]

**Worked example (Dara):** one ASC at a **$700/day** budget spent ~$11K for 525 purchases at $21.90 CPA and 2.77 ROAS — one ad took ~75% of spend.[^13][^14][^20]

## Disagreements / caveats
- **1–2 vs 15–20 to start:** Loomer argues that at modest budgets Meta may only run 1–2 of 10 ads anyway, so more at launch is fine only if you accept that.[^17] At $100/month Ben Heath runs one ad set and one ad; Meta ideally wants 50+ conversions/week, which such budgets rarely reach, and Loomer says you can get results without exiting learning.[^18][^19]
- Dara's 10-ad lean ASC vs Molly's 15–20: both are "start small but varied"; Dara's figure assumes a solo founder with limited creative, Molly's an agency with an AI static generator.
- App campaigns optimising for trials face the same events math — see [[meta-ads-budget-math-for-apps]] (50 events/week).
